CHAPTER I: Common provisions

Subject to the provisions of this chapter, the rules relating to the deliberations and operation of municipal councils and the rules that apply to municipal councils in the exercise of their powers shall apply to arrondissement councils in the exercise of their powers as defined in this chapter.

I.-The provisions of article L. 2121-22-1 do not apply to the Borough Council. II.-.The provisions of article L. 2143-1 shall apply to the arrondissement council, subject to the provisions below. On the proposal of the arrondissement councils, the city council or the Paris council shall determine the boundaries of the districts. The arrondissement councils create a neighbourhood council for each neighbourhood.

The arrondissement council may be convened at the request of the mayor of the commune or the mayor of Paris. The mayor of the commune or the mayor of Paris is heard, at his request, by the arrondissement council.

The arrondissement council may submit written questions to the mayor of the municipality or the mayor of Paris on any matter concerning the arrondissement. In the absence of a written reply within forty-five days, the question is automatically placed on the agenda for the meeting of the municipal council or Paris council that follows the expiry of this period. The opinion of the Conseil d’Arrondissement is sought on presentation reports and draft resolutions concerning matters which are to be carried out, in whole or in part, within the boundaries of the arrondissement, prior to their consideration by the Conseil Municipal or by the Conseil de Paris and subject to the special rules for the preparation of the budget of the municipality set out in section 2 of this chapter….

The city council or the Paris council consults, within the time limits set out in article L. 2511-13, the arrondissement council on the amount of subsidies that the city council or the Paris council proposes to allocate to associations whose activities are carried out in the arrondissement alone, or for the sole benefit of the inhabitants of the arrondissement, regardless of where these associations are based. The municipal council or the Paris council may also delegate to the arrondissement council, with the latter’s agreement, the management of any facilities or services of the municipality or the City of Paris. These delegations end automatically at the next renewal of the municipal council or the Paris council. The inventory of local facilities is set by joint deliberations of the city council or Paris council and the arrondissement council, and, where applicable, amended in the same forms. In the event of disagreement between the city council or the Paris council and the arrondissement council on the inclusion in the inventory of a community facility mentioned in article L. 2511-16, the municipal council or Paris council shall deliberate.
