The president of the departmental council may, by delegation of the departmental council , be responsible for taking any decision relating to the housing solidarity fund, particularly with regard to aid, loans, debt remission and debt waivers. He/she reports on the exercise of this authority to the nearest appropriate meeting of the departmental council.

Unless otherwise stipulated in the deliberation delegating powers, the chairman may sub-delegate the powers conferred by the departmental council under the conditions set out in article L. 3221-3.
