An economic operator is any natural or legal person, public or private, or any group of persons, with or without legal personality, who offers on the market the execution of works, the supply of products or the provision of services.
A candidate is an economic operator who asks to take part or is invited to take part in a procedure for awarding a public procurement contract.
A tenderer is an economic operator who submits a bid as part of a procedure for awarding a public procurement contract.
The decision to enter into a contract intended to satisfy requirements which are only partly covered by this Code or which are covered by several of its parts may not be intended to remove it from the rules defined by this Code.This mixed contract is subject to the provisions of this Book.
