The standing committee may not deliberate unless an absolute majority of its members in office are present or represented. The second and last paragraphs of Article L. 3121-14 shall apply to the standing committee.

Votes are taken by open ballot whenever one-sixth of the members present so request. In the event of a tie, the Chairman has the casting vote. Nonetheless, votes on appointments are always taken by secret ballot in cases where the law or regulations expressly provide for this. A departmental councillor unable to attend a meeting may give a voting delegation for that meeting to another member of the departmental assembly. A departmental councillor may receive only one delegation.

Any person has the right to request communication of the deliberations and minutes of the public meetings of the departmental council, the deliberations of the permanent committee, the budgets and accounts of the department and the decrees of the president.
