The full members and alternate members of the Agency and Working Conditions Committee are entitled to a monthly credit of delegation hours to carry out all the tasks of the Committee, its committees and, where they exist, the local representatives. Permission to attend meetings of the Agency and Working Conditions Committee is granted, on presentation of the invitation to attend, to the employee representatives and alternates on the Committee, as well as to experts called to attend Committee meetings. Time spent exercising their mandate as employee representatives is automatically considered as working time and paid at the normal rate.
The elected members of the branch committee may, both during the hours when they are exercising their mandate as staff representatives and outside their normal working hours, move freely around the branch and make all the contacts necessary for the performance of their duties, in particular with staff at their workstations, provided that they do not interfere with the performance of their work.
The Chief Executive of the Agency shall provide the Agency and Working Conditions Committee with at least one suitably equipped room and the equipment necessary for it to carry out its duties. The deliberations and opinions of the Agency Committee shall be brought to the attention of the Agency’s staff by any appropriate means within one month. The Agency Committee must be informed of the action taken on its deliberations and opinions within two months, by written communication from the Chairman to each of its members.
The Agency and Working Conditions Committee may set up committees to manage social and cultural activities or to examine individual complaints dealing with specific situations. It may appoint experts to the committees in an advisory capacity. Committee reports are submitted to the Agency and Working Conditions Committee for consideration.
