The rules of procedure are enforceable only after they have been approved by the first president of the court of appeal and the public prosecutor at the court of appeal. If they have not given their opinion within three months of receiving the rules of procedure, the provisions of these rules shall become enforceable.

If the General Meeting has not drawn up the rules of procedure within the three-month period provided for in Article R. 1423-25, the rules of procedure shall be prepared by a select committee set up by the Chairman of the Council. The rules of procedure are displayed on the premises of the industrial tribunal. They may be amended by the general meeting convened pursuant to article R. 1423-23 and, where applicable, by the restricted panel or the persons mentioned in article R. 1423-27. Where the provisions of the rules of procedure relating to the calendar and timetable have not been duly approved by the first president of the court of appeal and the public prosecutor at the court of appeal, these provisions are determined by analogy with the calendar and timetable of the ordinary courts having their seat within the jurisdiction of the court of appeal to which the council is attached.
