Automatic and selective financial aid is granted to support the production, development and development of short-lived cinematographic and audiovisual works.
The award of financial aid for the production of short cinematographic and audiovisual works is subject to the provisions of Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, in particular those provided for in Chapter I and Article 54 of Section 11 relating to aid schemes for audiovisual works.
The beneficiaries of financial aid for the production of short films and audiovisual works are production companies. Authors are also eligible for selective financial support.
To be eligible for financial aid for production, production companies must meet the following conditions:1° Be incorporated as a commercial company;2° Be established in France;3° Have chairmen, directors or managers and the majority of their directors who are French nationals or equivalent;4° Not be controlled by one or more natural or legal persons who are nationals of States other than European States.
To be eligible for financial support for production, authors must be French nationals or equivalent.
Public institutions and their subsidiaries are not eligible for selective financial aid.
Automatic financial assistance is only awarded for works of original French expression.However, this condition does not apply to:1° Works of fiction based on an opera and produced in the language of the libretto;2° Documentary works produced in a language whose use is justified by the subject matter;3° Animated works;4° Works in which the use of a foreign language is justified for artistic reasons relating to the script.
Short-length cinematographic and audiovisual works must be produced by at least one production company acting in the capacity of delegated production company.For the allocation of production aid for the same work, this capacity may only be granted to a maximum of two production companies, provided they are acting jointly.
The total amount of aid for the production of a given short-lived cinematographic or audiovisual work may not:1° Exceed 80% of the final production cost of this work and, in the case of an international co-production, 80% of the French participation;2° Have the effect of increasing the total amount of public financial aid to more than 80% of the final production cost of this work and, in the case of…
