PART SEVEN: OTHER LOCAL AUTHORITIES GOVERNED BY ARTICLE 73 OF THE CONSTITUTION

The regional cooperation fund established by article L. 7253-7 contributes to the integration of Martinique into its geographical environment. It contributes to economic, social and cultural cooperation initiatives with other countries in the region. The representative of the State in Martinique is the secondary authorising officer.

The committee set up by the second paragraph of article L. 7253-7 is called the “Regional Cooperation Fund Management Committee”. It is chaired by the State representative in Martinique and also comprises: 1° One State representative appointed by the Minister for Foreign Affairs and two representatives appointed by the Minister for Overseas France; 2° Two councillors to the Martinique Assembly appointed by the Martinique Assembly and two executive councillors appointed…

The committee meets at least twice a year, convened by its chairman, who sets the agenda. The committee’s secretariat is provided by the services of the State representative in Martinique.

The list of operations financed by the regional cooperation fund and the rate of subsidy applicable to each shall be determined after consultation with the heads of diplomatic posts in the States concerned. The decisions of the committee shall be adopted by majority vote. In the event of a tied vote, the Chairman shall have the casting vote. >.

The committee draws up an annual report for the Prime Minister on the assessment, evaluation and monitoring of operations subsidised by the regional cooperation fund.
