Chapter II: Organisation and operation of regional health agencies

The members of the staff representation and the contact person provided for in article R. 1432-102-2 receive the five days of training they need to carry out their duties in terms of health, safety and working conditions. The training is provided either by organisations on a list drawn up by the Minister for Employment, or by organisations approved by the regional prefect.

The Agency and Working Conditions Committee appoints an anti-sexual harassment and gender-based harassment officer from among its members, in the form of a resolution adopted in accordance with the procedures set out in Article R. 1432-106, for a term ending with the term of office of the elected members of the Committee.

Union delegates attend committee meetings as of right, without the right to vote.

Alternates may attend committee meetings but may not vote. They only have the right to vote in the absence of the full members they are replacing.

The Committee may only validly deliberate if half of the staff representatives with voting rights are present at the start of the meeting. If the quorum is not reached, a new notice of meeting is sent to the members of the Committee within a period of at least eight days from the date of the initial notice of meeting. Committee meetings are not open to the public. Its members, as well as the qualified persons and experts who are heard by it, are bound by an obligation of professional discretion in respect of documents of which they have knowledge in their capacity as such.

Committee members are given every facility to carry out their duties.

Staff representatives receive the training they need to carry out their duties.

The full members and alternate members of the Agency and Working Conditions Committee are entitled to a monthly credit of delegation hours to carry out all the tasks of the Committee, its committees and, where they exist, the local representatives.
