The secretariat of the National Council is provided by the departments of the Minister responsible for local and regional authorities.
A representative of the minister responsible for local authorities and a representative of the manager of the fund for the individual right to training of local elected representatives attend meetings of the National Council, without voting rights.
The National Council meets at the request of the Minister responsible for local authorities. Additional meetings may be held, at the request of the Chairman or the majority of the members of the National Council, to examine issues relating to the general guidelines for the training of local elected representatives, as well as the arrangements for implementing the individual right to training of local elected representatives.
After each meeting, minutes are drawn up and sent to the minister responsible for local authorities, the manager of the fund for the individual right to training of local elected representatives and the members of the national council.
The national council draws up an annual report that its chairman submits to the minister responsible for local authorities. This report sets out the main developments in the training of local elected representatives over the past year, specifies the Council’s guidelines and policy in carrying out its work, and assesses its activity. The directory of training courses related to the exercise of the mandate of a local elected representative mentioned in article R. 1221-28 is drawn up by the Minister responsible for local authorities, after consulting the National Council. The training provided for in this directory is adapted to the specific institutional and legal features of the local authorities governed by articles 73 and 74 of the Constitution and New Caledonia.
