TITLE I: Judicial administrators, judicial representatives and business diagnostics experts.

The members of the National Council elect from among their number, on a parity basis, a chairman, a vice-chairman and four members, who constitute the bureau. The term of office of the Chairman, Vice-Chairman and officers ends when they cease to fulfil the conditions for membership of the National Council. They shall then be replaced within three months. In this case, the duties of the new member expire at the time when those of the member he has replaced would have ceased.

The duties of a member of the National Council and those of a member of the Bureau of that Council are free of charge and may only give rise to the reimbursement of travel and subsistence expenses, under the conditions laid down by the National Council. The President may receive, for representation expenses, an allowance the amount of which is laid down by the National Council.

The National Council may only validly deliberate in the presence of at least five members from each college, the bureau of at least two members from each profession. In the event of a tied vote, the chairman has the casting vote.

The Conseil national des administrateurs judiciaires et des mandataires judiciaires draws up its budget. On 1 March each year, it draws up its balance sheet for the operations of the previous year. The National Council shall draw up its own rules of procedure, which shall govern the operation of the National Council and its Executive Committee and lay down the prerogatives of the Council’s bodies.
