Article R3111-11 of the French Public Health Code

The President of the Departmental Council, after consulting each commune, decides on the dates and locations of vaccination sessions in the commune, which are made public. When circumstances make it necessary, the President of the Departmental Council authorises free vaccination in the doctor’s home in certain communes.
