The competent authority shall ensure the proper functioning of the network’s establishments. It attends their deliberative bodies as of right. Certain deliberations are subject to its approval under conditions laid down by regulation. The competent authority may authorise a public establishment of the network to withdraw from a mixed syndicate if its continued participation in this syndicate compromises the financial situation of this establishment.
