BOOK I: TERRITORIAL AUTHORITY OF GUYANA

Expenditure incurred by the territorial collectivity of French Guiana for school transport by river is eligible for compensation. The resources allocated by the State to the collectivity in respect of this compensation are equivalent to the expenditure incurred by the department of French Guyana during the year preceding the publication of the loi n° 2007-224 du 21 février 2007 portant dispositions statutaires et institutionnelles relatives à l’outre-mer.

The appropriations required for the operation of the Economic, Social, Environmental, Cultural and Education Council and, where applicable, for the carrying out of its studies are entered separately in the budget of the local authority. The President of the Assembly of French Guyana notifies the President of the Economic, Social, Environmental, Cultural and Education Council of the appropriations each year after the budget has been voted.

The following are compulsory for the local authority: 1° Expenditure relating to the running of the deliberative bodies and the upkeep of the local authority’s hotel; 2° Expenditure relating to the function allowances provided for in articles L. 7125-17 to L. 7125-20 and to the training costs mentioned in article L. 7125-14 as well as contributions to the fund set up by Article L. 1621-2; 3° Contributions to the general…

Expenditure relating to the revenu de solidarité active (active solidarity income) and the allocation personnalisée d’autonomie (personalised autonomy allowance) are recorded in an individual chapter of the local authority’s budget.
