The region is responsible for awarding grants to pupils and students enrolled in training institutes and schools authorised in application of article L. 4383-3. The nature, level and conditions for awarding this aid are set by decision of the Regional Council. Pupils and students may not be required to be resident in France. A decree sets the minimum rules for the rates and scales for this assistance.

The region is responsible for the operation and equipment of the schools and institutes mentioned in article L. 4383-3 when they are public. It may participate in the financing of the operation and equipment of these establishments when they are private.
