Volunteer firefighters and volunteers on firefighter civic service are hired and managed by the departmental or territorial fire and rescue service. As an exception to the first paragraph, volunteer firefighter officers and non-commissioned officers may, under conditions laid down by regulation, be appointed to their grades or duties jointly by the competent State authority and the chairman of the fire and rescue service’s board of directors.
