This provision is the subject of an agreement between the department and the commune or public establishment for inter-communal cooperation that has requested to benefit from it. This agreement sets out the content, procedures and remuneration as well as the obligations of each of the parties.

I. – The technical assistance made available by the department consists of helping the municipalities and public establishments mentioned in article R. 3232-1 in: 1° Identifying the players and skills required to carry out their projects; 2° Organising their projects from a legal, administrative and financial point of view; 3° Seeking public funding and submitting applications for the funding required to carry out their projects; 4° Organising the technical aspects…

A joint order of the minister responsible for the environment and the minister responsible for local authorities defines the various cost elements to be used for remuneration for the service of making technical assistance available as well as the methods of charging for this. The technical assistance is monitored and evaluated by a committee which draws up an annual activity report made available to the public in dematerialised form by the department.
