The granting of exceptional aid is subject to the provisions of national framework scheme no. SA.59722 authorised by the European Commission by decisions of 9 December 2020, 20 May 2020 C(2020) 3460 and 25 May 2020 C(2020) 3532, on the basis of scheme no. SA.56985 for business support authorised by the European Commission by decision of 20 April 2020 C(2020) 2595.
Exceptional selective financial aid is awarded to cinematographic distribution companies that present a certain fragility in terms of their financial situation and economic prospects and that carry out quality work in terms of the efforts made in terms of exhibiting cinematographic works in cinemas and the promotional actions undertaken.
Exceptional aid is awarded to distribution companies that :1° Have distributed at least three cinematographic works that have been released in cinemas and promoted throughout France between 2018 and 2021;2° Undertake to continue distributing cinematographic works between 2021 and 2022;3° Have not benefited from aid under an annual distribution programme or structural aid, as provided for in articles 223-5, 223-11 and 223-25, during 2021;4° Have distributed cinematographic works which have…
Exceptional grants are awarded and their amount determined taking into account:1° The quality of distribution work on cinematographic works released in cinemas during the years 2018 to 2021;2° The size of the distribution company and its financial situation;3° The various support measures put in place by the Centre national du cinéma et de l’image animée from which the distribution company has benefited.
The decision to award aid is taken after consultation with the first college of the Film Distribution Aid Commission.
Exceptional aid is awarded in the form of a grant.The aid is the subject of an agreement concluded with the distribution company. This agreement sets out the terms and conditions for payment of the exceptional assistance.
To receive the exceptional aid, the distribution company must submit the application form drawn up by the Centre national du cinéma et de l’image animée electronically by 24 August 2021 at the latest.

Notwithstanding article 223-23, distribution companies have a period of thirty months to exhibit the works in cinemas. This period runs from:1° 19 May 2021 for aid granted between 1 March 2020 and 19 May 2021;2° the date of notification of the decision to grant aid for aid granted between 20 May 2021 and 31 December 2021.
By way of derogation from 1° of article 223-4, for the selective aid for the distribution of unreleased works provided for in article 221-24 allocated for a given work from the entry into force of deliberation no. 2021/CA/18 of 27 May 2021 until 31 December 2023, the distribution company must have distributed at least three cinematographic works during the three years preceding the year of the application.
