Article R821-55 of the French Commercial code

If the number of members of the Regional Council is reduced by more than half, a by-election shall be held within two months to fill the vacant seats. The term of office of the members thus elected expires on the same date as that of their predecessors. There is no need for a by-election if the next election is due to take place within six months.
