Pregnant women presenting a pregnancy with a low risk of complications, in accordance with the criteria defined by the Haute Autorité de Santé’s recommendations for good professional practice drawn up in application of article L. 6323-4-4, may be cared for and give birth in a birthing centre. Women with a multiple pregnancy or a scarred uterus cannot be cared for in a birth centre.
Before registering, the birthing centre provides women wishing to be monitored and to give birth in a birthing centre with full information about how it works and the care it offers. The birth centre has direct access to the partner health facility. This access enables it to provide safe, non-motorised transport for parturients and newborns in a lying position, in medical situations that require it and in conditions compatible with the emergency.
The birthing centre is a member of the same specific regional perinatal scheme as the health establishment authorised to provide gynaecology-obstetrics care, with which it has signed an agreement.
The application for authorisation referred to in Article L. 6323-4-3 shall be sent to the Director General of the Regional Health Agency by any means that provides a date of receipt. Each year, the birthing centre draws up and sends to the regional health agency an activity report, the content of which is set by order of the Minister for Health.
Medical public health inspectors and inspectors from regional health agencies who are doctors are authorised and sworn to investigate and record the offences mentioned in article L. 6324-1 under the conditions set out in articles R. 1312-2 and R. 1312-4 to R. 1312-7.
The activity of dispensing medicinal products by the centres and structures with mobile care teams mentioned in article L. 6325-1 is subject to a declaration to the Director General of the Regional Health Agency.
I.-In the organisations referred to in article R. 6325-1, the holding, control, management and dispensing of medicinal products are carried out by a pharmacist registered on the roll of the competent section of the national order of pharmacists.
