Shipmasters shall facilitate the organisation and conduct of inspections required for the issue of a health inspection certificate or a health inspection exemption certificate for a ship. The persons or approved bodies mentioned in article R. 3115-31 have access to all premises and may consult all necessary documents.

The persons or approved bodies mentioned in article R. 3115-31 shall prescribe any measures to eliminate the sources of infection or contamination that they observe. They draw up an inspection report setting out the conclusions of their visit and mention, where appropriate, the corrective measures and recommendations on the model certificate given in Annex 3 of the International Health Regulations. If the inspection reveals sources of contamination or infection on board that present a serious risk to public health, the persons or approved bodies mentioned in article R. 3115-31 shall forward all necessary information to the regional health agency without delay. An order issued by the Minister for Health specifies the procedures for informing the Regional Health Agency.

Depending on the seriousness of the risk to public health, the Prefect may inform the authorities of the next port of call of the health situation of the ship and prescribe the necessary measures to remedy the sources of infection or contamination found.

The persons or approved bodies mentioned in article R. 3115-31 may issue one-month extensions to the validity of health inspection certificates or exemption certificates for ships in the ports mentioned in the second paragraph of article R. 3115-31. The procedures for granting this certificate extension are set by order of the ministers responsible for the interior, health, transport and, where applicable, overseas departments and territories.
