The Chairman of the Board of Directors of the Centre national de la fonction publique territoriale is the authorising officer for the revenue and expenditure corresponding to the second portion of the special allocation provided for in article L. 2334-27. These operations are recorded in a budget annexed to the main budget of the Centre national de la fonction publique territoriale.
On behalf of the Centre national de la fonction publique territoriale (National Centre for the Territorial Civil Service), the State carries out the calculation and payment of the housing allowance for primary school teachers under the conditions set out in articles R. 2334-15 to R. 2334-17.
Allowances are paid without prior authorisation. A regularisation order shall be drawn up monthly by the Chairman of the Board of Directors of the Centre national de la fonction publique territoriale on the basis of a summary statement showing the number of beneficiaries and the total amount of funds paid. A statement of payments made per agent shall be drawn up every year under the same conditions.
The calculation of the sums due to the beneficiaries is forwarded by the academic services to the departmental or, where applicable, regional director of public finance responsible for paying the main remuneration of the beneficiaries of the allowance.
