The portion corresponding to material expenses is paid in two equal instalments. The first payment is made when the matter is referred to the regional prefect, the regional economic, social and environmental council and the council for culture, education and the environment, pursuant to article R. 4433-7. The second payment is made after the development plan has been adopted by the regional council.
The regional cooperation funds established by article L. 4433-4-6 contribute to the integration of Guadeloupe, Reunion and Mayotte in their geographical environment. They contribute to economic, social and cultural cooperation initiatives with the countries in their region. The Prefect of the region and, in Mayotte, the Prefect of Mayotte, is the secondary authorising officer.
The committee set up by the second paragraph of article L. 4433-4-6 is called the Regional Cooperation Fund Management Committee. The committee meets at least twice a year, convened by its chairman, who sets the agenda. The committee’s secretariat is provided by the prefect’s departments.
The list of operations financed by the regional cooperation fund and the subsidy rate applicable to each shall be determined after consultation with the heads of diplomatic posts in the States concerned. The decisions of the committee shall be adopted by majority vote. In the event of a tie, the Chairman shall have the casting vote.
The committee draws up an annual report for the Prime Minister on the assessment, evaluation and monitoring of operations subsidised by the regional cooperation fund.
The consultation body established by article L. 4433-4-7 is called the Antilles-Guyane regional cooperation conference. The conference is informed of the cooperation policies and programmes conducted by the State and the local authorities. It shall examine actions to coordinate these policies and programmes.
The conference is chaired by a delegate for regional cooperation in the Antilles-Guyane zone, appointed by decree. It is made up of members of the management committees of the regional cooperation funds of Guadeloupe, French Guiana and Martinique, as well as representatives of the territorial councils of Saint-Barthélemy and Saint-Martin, appointed respectively by the presidents of each of the territorial councils.
