The members of the Conseil national des courtiers de marchandises assermentés elect from among their number, in a single ballot and for a period of three years, a chairman, a vice-chairman and five members, who constitute the bureau. In the event of a tie, the oldest candidate is declared elected.

If a member of the National Council of Sworn Freight Brokers ceases to hold office before the expiry of his term of office, he shall be replaced within a period of three months; the duties of the new member shall cease when those of the member he has replaced would have ceased. The duties of a member of the National Council of Sworn Freight Brokers are free of charge. They may only give rise to the reimbursement of travel and subsistence expenses in accordance with the conditions laid down each year by the National Council. The chairman, vice-chairman and members of the bureau may receive an allowance for representation expenses, the amount of which is set by the National Council.

The National Council of Sworn Freight Brokers may only deliberate and vote if at least two thirds of its members are present. In the event of a tie, the Chairman has the casting vote.

The Conseil national des courtiers de marchandises assermentés (National Council of Sworn Freight Brokers) draws up its own rules of procedure governing the way in which it and its executive committee operate; they lay down the powers of the chairman, vice-chairman and executive committee. These rules will only become enforceable once they have been approved by order of the Minister of Justice.

The National Council of Sworn Freight Brokers draws up its budget. It sets the amount of the annual subscription to be paid by each sworn freight broker.

The Conseil national des courtiers de marchandises assermentés appoints each year before 31 December a statutory auditor and a deputy statutory auditor under the conditions set out in articles L. 823-3 et seq.

Where there is a dispute between sworn goods brokers, each may summon the other party to appear before the office of the National Council of Sworn Goods Brokers by simple letter, the original of which is deposited with the secretariat and a copy, stamped by the President of the National Council, sent by the secretary to the sworn goods broker summoned. In the event of a conflict of interest with a party, the sworn freight broker will refrain from taking part in the deliberations.
