The accounting officer of the régie is an accounting officer of the Directorate General of Public Finance with the status of principal accounting officer. He or she is appointed by the prefect, with the assent of the departmental or, where applicable, regional director of public finance.
At the end of the financial year, the authorising officer draws up the administrative account and the accounting officer draws up the management account. These documents are presented to the Board of Directors within the deadlines set out in article L. 1612-12. The accounts are then sent to the municipality for information within two months of the Board of Directors’ decision.
The fees for the services and products provided by the management company are set by the Board of Directors.
In the event of dissolution, the situation of the régie’s staff is determined by the deliberation provided for in article R. 2221-17 and shall be submitted, for opinion, to the competent joint administrative commissions.

In communes or groups of communes with fewer than 3,500 inhabitants, the operating board may be the municipal council. In this case, the operating board may be chaired by the mayor or by one of its members, appointed by the mayor for this purpose.
When the provisions of the fourth paragraph of Article L. 2221-13 the committee of the syndicat de communes is enlarged to include outside persons to exercise the powers of the operating board, with the members of the syndicat committee having to hold more than half of the seats on the committee. The committee regulates the general organisation of the service and votes the budget.
The mayor appoints the director under the conditions set out in Article L. 2221-14. It shall terminate its functions in the same manner.
