Tobacco products are products that can be consumed and are composed, even partially, of tobacco, whether genetically modified or not. An ingredient is considered to be tobacco, an additive, or any other substance or element present in a finished tobacco product, including paper, filter, ink, capsules and glues.

Tobacco products intended for use by consumers or retailers to make cigarettes are considered to be rolling tobacco. If a product can be used both in a water pipe and as rolling tobacco, it is deemed to be rolling tobacco.

Direct or indirect propaganda or advertising in favour of tobacco, tobacco products or the ingredients defined in article L. 3512-2, as well as any free distribution or sale of a tobacco product at a price lower than that approved in accordance with article 572 of the General Tax Code, are prohibited.
