An up-to-date copy of the specific safety plan is kept permanently available on site. The opinions of the occupational physician and the social and economic committee provided for in article R. 4532-69 are attached, including for contractors not mentioned in article R. 4532-70.
Where it has not been possible to apply a preventive measure provided for in the plan, the contractor shall indicate on the plan the means of at least equivalent effectiveness that have been implemented. The coordinator and the persons and bodies referred to in Article R. 4532-70 shall be informed of this substitution.
The specific safety plan kept on site may be consulted by : 1° The members of the inter-company college for safety, health and working conditions; 2° The members of the social and economic committee; 3° The occupational physician; 4° The labour inspectorate; 5° The prevention department of the social security bodies; 6° The professional prevention body for building and public works.
The special safety plan kept on site is kept by the contractor for a period of five years from the date of acceptance of the work.
For operations subject to the obligation of a simplified general health and safety coordination plan as provided for in articles R. 4532-52 and R. 4532-54, each contractor called upon to carry out work presenting particular risks included in the list of works provided for in article L. 4532-8 shall draw up a simplified specific health and safety plan in writing before starting or continuing the work. The provisions of articles R. 4532-56 to R. 4532-62, article R. 4532-63, 2° and 3° of article R. 4532-64 and articles R. 4532-69 to R. 4532-74 are applicable to the simplified special plan.
The project owner sets up an inter-company safety, health and working conditions committee when the worksite is expected to exceed 10,000 man-days and the number of companies, including self-employed workers and subcontractors, exceeds ten in the case of a building project or five in the case of a civil engineering project. This constitution is effective no later than twenty-one days before the start of the works.
The inter-company college for safety, health and working conditions comprises: 1° The health and safety coordinators; 2° The project manager appointed by the project owner; 3° The contractors; 4° Employees working on the site, in an advisory capacity.
The following may attend meetings of the inter-company college in an advisory capacity: 1° Occupational physicians; 2° Representatives of the Labour Inspectorate; 3° Representatives of the Organisme Professionnel de Prévention du Bâtiment et des Travaux Publics; 4° Representatives of the prevention department of social security bodies.
For the duration of its involvement on the worksite, each company is represented on the inter-company college by : 1° The head of the company or his authorised representative; 2° An employee actually employed on the site, designated by the social and economic committee or, in its absence, chosen by the members of the team called upon to work on the site.
