If the line or installation is to be de-energised, the employer must ask the operator or user of the line or installation to de-energise it or obtain permission from him to do so himself. When the work is carried out while the line or installation is live, the parts of the line or installation likely to cause dangerous contact must be kept out of reach: 1° Either by placing effective, firmly fixed obstacles; 2° Or by having or carrying out effective insulation by covering bare or insufficiently insulated live conductors and parts or parts likely to be brought into contact with them.
The provisions of article R. 4534-129 do not prevent the implementation, in agreement with the user, of any other protective measure appropriate to each case under consideration, such as isolating workers by means of clothing, gloves, headgear or insulating floors. The employer shall issue instructions to inform the workers concerned of the safety measures implemented.
Welding, riveting and sandblasting work may only be carried out by competent workers. Personal protective equipment, such as gloves, gaiters or leggings, aprons or protective waistcoats, “pile support” harnesses, masks or bonnets and safety goggles, are provided for these workers and their assistants, to protect them against the risks of burning or splashing of materials.
Breathing equipment preventing the inhalation of noxious vapours or dusts is made available to workers who carry out welding, riveting or cutting work on components coated with lead-based paint, as well as to workers who carry out metallization or sandblasting work. This equipment is maintained in good working order and disinfected before being allocated to a new owner.
When arc welding work is being carried out on a site, screens are used to mask the arcs from people other than the welders or their assistants, in order to eliminate the risks of dazzle and the dangers of ultra-violet radiation. In the absence of protective screens, danger zones are marked out and appropriately signposted.
Measures are taken to prevent workers being injured by splashes of concrete, mortar or cement applied by mechanical or pneumatic means.
Safety goggles must be worn when working on hard materials likely to produce splinters.
