The National Council may, at any time, declare a procedure to be discontinued. When it declares a procedure to be discontinued, the National Council shall as soon as possible communicate the reasons for its decision not to award the contract or to recommence the procedure to the economic operators who participated in it.

I.-The National Council immediately notifies each candidate or tenderer concerned of its decision to reject their application or tender. II.-Where the National Council has awarded its contract in accordance with an adapted procedure, any candidate or tenderer whose application or tender has been rejected may obtain the reasons for this rejection within a period of fifteen days from receipt of his request at the National Council.
