The regional councils of Guadeloupe, Mayotte and Réunion may create public establishments known as agencies, responsible for the implementation of projects of interest to the region and the operation of regional public services.

The regional councils of the overseas regions shall be consulted on proposals for acts of the European Union which concern their region by the Minister for Overseas France. Overseas regional councils are consulted on plans to award or renew port and airport concessions concerning these regions.
