The regions of Guadeloupe, Mayotte and Réunion may, with the agreement of the authorities of the Republic, be associate members of regional bodies, mentioned in the first paragraph of Article L. 3441-3, or observers to them. The regional councils of these regions may submit to the Government any proposals for France’s membership of such bodies.

The regions of Guadeloupe and La Réunion may, under the conditions determined by an agreement with the State, appoint public servants from the territorial collectivity to represent it in France’s diplomatic missions.
