Within the scope of his powers as defined in article L. 6143-7, the director of a public health institution may, under his responsibility, delegate his signature.

All delegations must state : 1° The name and position of the officer to whom the delegation has been given; 2° The nature of the delegated acts; 3° Any conditions or reservations which the Director deems appropriate to attach to the delegation.
The delegations referred to in this sub-section, and any amendments thereto, are notified to the persons concerned and published by any means that makes them available for consultation. They are communicated to the Supervisory Board and forwarded without delay to the establishment’s accounting officer when they concern acts relating to the function of authorising expenditure.
The term of office for members of the Management Board appointed by the Chairman of the Management Board of the institution is four years. The term of office ends when a new director is appointed, or if the incumbent leaves the institution or ceases to perform the duties in respect of which he was a member of the Management Board.
The Director appoints the members of the Executive Board who belong to the medical professions, on presentation of a list of proposals drawn up by the Chairman of the Institutional Medical Board. The duties of a member of the Management Board are performed free of charge.
The consultation provided for in Article L. 6143-7 takes place on the initiative and in accordance with the procedures defined by the Chairman of the Executive Board. In addition, the latter shall convene at least eight meetings a year, on a set agenda.
The Chairman of the Institutional Medical Committee, Vice-Chairman of the Executive Board, is responsible, jointly with the Director of the public health institution, for the policy of continuous improvement in the quality, safety and appropriateness of care, as well as the conditions under which users are received and treated, subject to the powers of the Institutional Medical Committee.
