All permanent or probationary civil servants and contract staff working in the establishment on the date of the ballot are eligible to vote. Staff in each category appoint their representatives to the committee by secret ballot in a single ballot. The school’s internal rules set out the voting procedures, in particular the conditions for postal voting. The date of the election is set by the head of the establishment. The committee meets at least three times a year. It adopts its own rules of procedure and an executive committee. It is convened by its Chairman. Such a meeting may be called at the request of the Chairman of the Executive Board, at least half the members of the Committee or the Director General of the Regional Health Agency. The agenda is set by the chairman of the committee.

The committee’s deliberations are valid when at least half of the elected members are present. If this quorum is not reached, a second meeting is held after a period of eight days. The opinion is then valid regardless of the number of members present.

Minutes of each committee meeting are sent to the Chairman of the Management Board and to the members of the committee within a fortnight. Each year, the chairman of the committee shall give an account of the activities of the Nursing, Rehabilitation and Medico-Technical Committee in a report to the Executive Board.
