Book I: Measures to promote employment

The State will cover part of the cost of studies prior to drawing up the forward-looking jobs and skills management plan.

The State may pay up to 50% of the costs incurred by companies in designing and drawing up a forward-looking jobs and skills management plan under agreements known as consultancy aid agreements.

Under an agreement signed with a single company with no more than three hundred employees, the State’s financial contribution is a maximum of 15,000 euros. The agreement is signed by the Prefect. In its application, sent to the competent administrative authority, the company specifies the reasons for its forward-looking management approach with regard to, in particular: 1° Its work organisation; 2° The development of employees’ skills and the maintenance of their jobs; 3° Its age management; 4° The development of social dialogue; 5° Taking into account the principle of professional equality between men and women; 6° The prospects for improving the balance…

The Social and Economic Committee is consulted on the conclusion of this agreement with the State. They are consulted on the content and implementation of the forward-looking jobs and skills management plan.

The State may enter into agreements with professional or inter-professional bodies or any body representing or leading a network of companies, with the aim of preparing companies for the challenges of forward-looking management of jobs and skills.

The agreements mentioned in article D. 5121-10 are signed by the regional prefect or the departmental prefects when they concern companies in the region or department respectively.

These agreements may provide for: 1° Information, communication and promotion initiatives; 2° Capitalisation, evaluation and dissemination of best practices.

The government may cover up to 70% of the total cost of the initiatives, taking into account the number of companies targeted, their workforce and the value of the initiatives envisaged.
