The body providing the service must declare itself to the competent regional prefect for the place where it has its principal place of business, the place where it is effectively managed or the place where it has its registered office.

Training organisations which carry out their activity on French territory, but whose registered office is outside this territory, shall appoint a representative domiciled in France authorised to respond on their behalf to the obligations resulting from this part and registered or having declared its activity to the single body mentioned inarticle R. 123-1 of the French Commercial Code. The declaration of activity indicates the name, address, purpose of the activity and legal status of the declarant. Where applicable, the organisation should mention any other activities it carries out in its declaration.

Within thirty days of receipt of the declaration completed with the supporting documents referred to in article R. 6351-5, the Regional Prefect will issue a receipt with a registration number to the organisation that satisfies the conditions for registration of the declaration of activity. The decision to refuse registration is notified to the training provider by the Regional Prefect within thirty days of receipt of the declaration and supporting documents. If no response is received within this period, the declaration is deemed to have been registered.
