Representatives of the ministers concerned may, either at their request or at that of the Chairman of the National Consumer Council, take part in the meetings.
Representatives of bodies whose list is set by order of the minister responsible for consumer affairs take part in the work of the National Consumer Council, depending on the subjects dealt with.
The chairman of the Council may, on his own initiative or on the initiative of the bureau, as defined in article D. 821-11, invite to its meetings any personality and appoint any expert whose presence is deemed useful for the smooth running of the work.
The full members of the college of consumer protection associations and the college of professional organisations and companies carrying out public service missions have the right to vote.The full member who is absent or unable to attend is automatically replaced by his or her first substitute or, failing that, by his or her second substitute.
The Bureau of the National Consumer Council comprises, for each college, seven full members and an equal number of alternate members. The national consumer protection associations, benefiting from the specific recognition provided for in article R. 812-1, are ex officio members of the board. The Minister responsible for consumer affairs sets the agenda for each plenary session.Proposals made by at least one third of the members of the Council with voting rights are included by right.
The chairman of the National Consumer Council submits to the full council the draft opinions defined in Article D. 821-3, in particular by organising a written consultation procedure.
The secretariat of the National Consumer Council is provided by the departments of the Minister responsible for consumer affairs.
The practical arrangements for the operation of the National Consumer Council shall be set out in rules of procedure adopted by the Minister responsible for consumer affairs on the advice of the Council.
