The election of the Chairman may only take place if at least half of the members of the National Health Conference are present or have given a mandate. The election of the members representing the colleges on the Standing Committee may only take place if at least half of the members of each college are present or have given a mandate.

When its opinion is required, consultation of the Conference is deemed to have taken place if no action is taken within the period mentioned in the first paragraph of article R. 133-14 of the Code of relations between the public and the administration from receipt of the referral or request for opinion.

The opinions, proposals, reports, studies and works adopted by the plenary assembly and, where applicable, by the standing committee, are sent by its chairman to the ministers responsible for health, health insurance, the elderly and the disabled, and are made public and may be consulted electronically. The ministers responsible for health, health insurance, the elderly and the disabled, or their representatives, report once a year to the plenary session of the Conference on the action taken on its opinions. This information is made public.

The members of the Conference, including the members of the permanent working group, carry out their duties free of charge, as do the qualified personalities who are heard or associated with them. They may be reimbursed for travel and subsistence expenses they may incur in the course of their duties, under the conditions laid down in the regulations applicable to civil servants in the State.
