Ex-officio members of the College and specialised committees do not have the right to vote. They may take part, without voting rights, in the work of a specialised committee to which they do not belong. Qualified members of the College or of a specialised committee may take part, without voting rights, in the work of a specialised committee to which they do not belong.

The College and the specialised committees may only validly deliberate if at least half of their members with voting rights are present. If the quorum is not reached, a new meeting is convened within a period not exceeding twenty-one days. Deliberations are then valid regardless of the number of members present. Voting is by simple majority. In the event of a tie, the Chairman has the casting vote.

The members of the College and the specialised committees meet when convened by the Minister for Health to elect the Chairman or Vice-Chairman.

The opinions of the College or of a specialised commission are issued on behalf of the Haut Conseil de la santé publique. The chair of a specialised commission may ask the College to approve a proposed opinion that it has drawn up. The reports and opinions of the High Council, in particular its annual activity report adopted by the College, are made public, subject to the secrets protected by law.
