A central census commission is set up under the Minister of the Interior. It is chaired by a Conseiller d’Etat and must include a representative of the Minister of the Interior and three representatives of national associations of local elected representatives, appointed by the Minister of the Interior.

Candidate lists must be lodged with the Ministry of the Interior on a date set by order of the Minister of the Interior. This order also sets the deadline for sending or lodging ballot papers with the Ministry of the Interior or the prefecture.

Each ballot paper is placed in a double envelope; the outer envelope must bear the words “Election of the members of the Local Finance Committee”, the indication of the electoral college to which the voter belongs, his name, his capacity, his signature.
