Preliminary design studies include the summary preliminary design studies defined in article R. 2431-21 and the final preliminary design studies defined in article R. 2431-22. Preliminary design studies also include the preparation of files and consultations falling within the remit of the project manager and, where applicable, required to obtain planning permission and other administrative authorisations, as well as assistance to the project owner during their examination.

The purpose of the preliminary design studies is:1° To propose one or more overall solutions reflecting the major elements of the functional programme and to present the general technical provisions envisaged;2° To indicate the provisional timescales for completion;3° To establish a provisional estimate of the provisional cost of the works for the various solutions studied.
