The procedures for applying article L. 1422-1 and in particular the conditions required to perform the duties of director of a municipal or inter-municipal health and hygiene service are determined by decree in the Conseil d’Etat.
Communes and their groupings may voluntarily contribute to the financing of the investment programme of public, private and community health establishments. The operations financed as part of the investment programme comply with the objectives of the regional or inter-regional health plan. The operations mentioned in the second paragraph may nevertheless be carried out if the communes concerned or their groupings decide not to contribute to their financing.
The département is responsible for family and child health protection under the conditions set out in Book I of Part Two.
The département may, within the framework of agreements concluded with the State, participate in the implementation of health programmes defined. in application of Title I of Book IV of Part One, in particular cancer screening programmes.
