Skills operators inform the Minister responsible for vocational training of any changes made to their articles of association, their internal regulations and their organisation chart, sending him these documents as soon as they are amended. Each year, they also inform the Minister of the number and composition of the boards of directors, joint committees and professional joint sections set up for each professional branch.
I.-Each year, before 31 May following the calendar year in question, the skills operators will send the Minister responsible for vocational training and France Compétences a statement, the model for which will be set by the Minister responsible for vocational training. The Board of Directors of France Compétences may, where necessary, call upon experts, in particular statutory auditors for the performance of the tasks mentioned in Article L. 6123-5, to carry out audits of skills operators. The skills operators shall submit to these experts any documents or evidence establishing the reality and validity of the items appearing on the statistical and financial statement referred to in Article R. 6332-31.
Each skills operator sends the Minister responsible for vocational training the individual information relating to the beneficiaries of the apprenticeship and professionalisation contracts that it helps to finance. This information is sent when the contracts are submitted, modified or terminated. At the same time, the skills operators transmit information on the companies that have signed these contracts and on the corresponding training activities.
Skills operators draw up annual accounts in accordance with the accounting principles and methods defined in the French Commercial Code.
Skills operators are required to draw up annual accounts in accordance with the procedures defined by a regulation of the French Accounting Standards Authority (Autorité des normes comptables).
In order to audit the accounts, the skills operators appoint at least one auditor and one alternate.
The resources of the skills operators are kept in cash, either deposited at sight or invested for the short term. Interest earned on sums deposited or placed in short-term accounts has the same status as the sums from which it is earned. It is subject to the same conditions of use and the same control procedure.
Skills operators and training insurance funds for non-salaried workers are subject to economic and financial control by the State under the conditions laid down by the aforementioned decree no. 55-733 of 26 May 1955.
