The mayor may prescribe that municipal officials attend the meetings.
With a view to preparatory discussion of certain matters within its remit and preparation of its decisions, the Town Council may elect special committees. The mayor chairs them. He may delegate a deputy or a member of the Town Council for this purpose. Resolutions are passed by a majority vote; in the event of a tie, the chairman has the casting vote.
Any town councillor who, without sufficient excuse, has missed three successive council meetings, or who has repeatedly disturbed the peace without heeding the chairman’s warnings, may, by decision of the meeting, be excluded from the town council for a specified time or for the entire duration of his term of office.
Any member of the Town Council who, without excuse, has missed five consecutive meetings ceases to be a member of the Town Council. The fact that a member has missed five consecutive meetings without excuse is recorded by an entry in the register intended to receive the minutes of the municipal council.
The opposition against the decision of the town council referred to in article L. 2541-9 and against the finding referred to in Article L. 2541-10 is brought before the administrative court within ten days of the date on which the contested decision was taken or the finding recorded in the minutes. The municipal council audits the accounts for the last financial year and, if it so decides, in the presence of the municipal collector. It establishes whether the expenditure mandates ordered by the mayor are regular and whether the revenue vouchers are complete. The town council is called upon to give its opinion on matters which, for this purpose, are referred to it by law or by the State representative in the department.
