Any refusal by the hierarchical authority must be justified and notified to the person concerned.

The provisions of articles R. 2123-19 to R. 2123-21 are applicable to serving military personnel and contractual employees of the State, local authorities and their public administrative establishments. However, the last two paragraphs of article R. 2123-20 do not apply to serving military personnel.
