The decision to award a grant is taken on the advice of the Commission des aides à l’édition vidéographique.
A videogram publisher may not submit, for each of the sessions of the commission for aid to videographic publishing, more than six applications for the granting of aid for the publishing of a specific work in the case provided for in 1° of Article 611-22.
The aid is awarded in the form of a grant.When aid is awarded for a programme of works, it is the subject of an agreement concluded with the videogram publisher.
Automatic financial aid and selective financial aid are awarded to support the online distribution of cinematographic and audiovisual works.
The granting of aid for the online distribution of cinematographic and audiovisual works is subject to the provisions of Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, in particular those provided for in Chapter I and Article 54 of Section 11 relating to aid schemes for audiovisual works.
The beneficiaries of automatic financial support are publishers of on-demand audiovisual media services.The beneficiaries of selective financial aid are:1° Publishers of on-demand audiovisual media services;2° Rights-holding companies, other than publishers, which are:a) Either film or audiovisual production companies;b) Or companies that are transferees of exploitation rights or hold marketing mandates for cinematographic or audiovisual works on on-demand audiovisual media services.
To be eligible for automatic and selective financial support, publishers of on-demand audiovisual media services must meet the following conditions:1° They must be established in France;2° They must have a total worldwide turnover excluding tax from the exploitation of cinematographic and audiovisual works on on-demand audiovisual media services of less than €200,000,000 or belong to a group of companies whose total worldwide turnover excluding tax from such exploitation is less…
To be eligible for selective financial support, rights-holding companies must be established in France.
Publishers of catch-up television services are not eligible for financial support for online distribution of cinematographic and audiovisual works.Public institutions and their subsidiaries are not eligible for selective financial support.
