Selective grants are awarded to help cover the cost of producing cinematographic and audiovisual works using animation techniques, corresponding to work carried out in France by companies established in France.
Expenditure taken into account to determine the amount of selective aid is capped at 80% of the production budget for the work or, in the case of an international co-production, 80% of the French participation.
Selective grants are awarded and their amount is determined on the basis of:1° The quality and originality of the graphic design;2° The match between the technical choices made for the animation and the artistic project;3° The conditions for financing the work;4° The prospects for distributing the work, particularly on the international market;5° The amount of the production costs.
The total amount of financial aid granted in application of this chapter may not:1° Exceed 50% of the final cost of the work and, in the case of an international co-production, 50% of the French participation;2° Have the effect of increasing the total amount of public aid to more than 50% of the final production cost of the work and, in the case of an international co-production, more than 50%…
The award of selective financial aid is subject to the provisions of Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, in particular those set out in Chapter I and Article 54 of Section 11 relating to aid schemes for audiovisual works.
The application for assistance must be submitted before work begins on the production of the animation.
The decision to award aid is taken after consultation with the Commission for Aid to the Production of Works Using Animation Techniques.
The aid is awarded in the form of a grant. Payment of the grant is subject to obtaining the decisions required under article 622-3.
