Voting by proxy is not permitted. For elections to a disciplinary chamber, the full members present are eligible to vote.

Candidates for election to a council or disciplinary chamber must be entered on the roll of the departmental or territorial council concerned by the election, or of one of the departmental councils located within the jurisdiction of the region or inter-region concerned by the election. Candidates for election to a council or disciplinary chamber must be up to date with their Ordinary membership fees.
