For the application of article L. 3214-1, the conceding authority publishes an award notice when the following cumulative conditions are met: 1° The estimated value of the concession contract is equal to or greater than the threshold mentioned in a notice annexed to this code; 2° The sectoral legislation of the European Union does not provide for transparency obligations for the award of this contract.

Article D3321-3 of the French Public procurement code

For the application of Article D. 3133-1 to Saint-Barthélemy, the reference to the standard set by European Commission Decision (EU) 2017/1870 of 16 October 2017 on the publication of the reference of the European standard on electronic invoicing and the list of syntaxes under Directive 2014/55/EU of the European Parliament and of the Council is replaced by the reference to the electronic invoicing standard applicable in mainland France.
