The Agency’s Board shall adopt its own rules of procedure, which shall in particular lay down the rules governing the convening of meetings and the procedures for deliberations.

I.-The Sanctions Committee may set up sections of three or five members, chaired by a person mentioned in 1° of Article L. 232-7-2. The Secretary-General of the Agency shall be appointed by the President after receiving the opinion of the Board. His remuneration, including any allowances, shall be determined in accordance with the same procedure.

The Chairman of the Agency represents the Agency in legal proceedings and acts on its behalf.

The Chairman of the Agency is the authorising officer for revenue and expenditure. He may designate the Secretary General as secondary authorising officer. He may enter into settlements under the conditions laid down in 10° of I of article R. 232-10 of this Code and in articles 2044 to 2058 of the Civil Code.
