The representatives of cinema exhibitors and distributors of cinematographic works are appointed after consultation with the professional organisations or trade unions concerned.
Two representatives of the banks and financial organisations concerned, appointed on the proposal of the French Association of Credit Institutions and Investment Firms, and a representative of the association known as the “Agency for the Regional Development of Cinema” (ADRC), will take part in the work of the committee as observers.

Automatic financial aid and selective financial aid are awarded to support the production and preparation of audiovisual works.
The beneficiaries of financial aid for the production and preparation of audiovisual works are production companies.
To be eligible for financial aid for the production and preparation of audiovisual works, production companies must meet the following conditions:1° Be established in France;2° Have chairmen, directors or managers as well as the majority of directors who are French nationals or equivalent;3° Not be controlled by one or more natural or legal persons who are nationals of States other than European States, when they are established in the form…
Television service publishers and on-demand audiovisual media service publishers are not eligible for financial support for the production and preparation of audiovisual works.Public establishments and their subsidiaries are not eligible for selective financial support.
Audiovisual works with a heritage vocation that are of particular cultural, social, scientific, technical or economic interest and that belong to one of the following genres are eligible for financial support for production and preparation:1° Fiction;2° Animation;3° Creative documentary;4° Audiovisual adaptation of a live performance;5° Magazine of particular interest of an essentially cultural nature;6° Videomusic.The works must be exploited in a manner consistent with their heritage purpose.
Audiovisual works intended to promote other audiovisual works, or cinematographic or multimedia works, or which are only incidental thereto, are not eligible for financial support for production and preparation.
Audiovisual works eligible for automatic and selective financial support are works intended:1° Either for initial broadcast on a television service;2° Or for initial availability to the public on an on-demand audiovisual media service.The condition of initial broadcast or initial availability to the public is not required for the eligibility of audiovisual works for automatic support for the preparation and production of music videos.
